Property Owners
OVERVIEW
Yakima Housing Authority (YHA) thanks you for your interest in the Section 8 Housing Program. This program was created in 1937 and is managed by the U.S. Department of Housing and Urban Development. Several programs are operated under Section 8, including the Housing Choice Voucher Program which pays property owners a large portion of rent and utilities to more than two-million households throughout the United States.

THE PROCESS
YHA’S JOB
- Review all applications to see if applicant is eligible for the program
- Explain all the rules of the program to program to all families who are qualified
- Issue voucher, if necessary assist family in finding a place
- Approve unit, owner, and tenancy
- Ensure both family and unit continue to qualify for program
- Make sure both owner and tenant are following program rules
- Provide owners and families with professional services
- Make housing assistance payments to owner in timely manner
FAMILY’S JOB
- Provide YHA with complete and accurate information
- Make an effort to find suitable housing that qualifies in the program
- Cooperate in all YHA appointments
- Take responsibility for the care of the unit
- Comply with lease agreements
- Comply with voucher obligations
OWNERS’S JOB
- Screen voucher applicants to determine who is the best fit
- Comply with Fair Housing Laws
- Maintain housing by making timely repairs
- Consider family’s background
- Paying rent/utilities
- Caring for the property
- Respecting rights of others
- Engaging in drug crime related activities
- or other activities that are a threat to life, safety, and property
- Compliance with essential conditions
- Comply with HAP contract
- Collet rent by tenant otherwise enforce lease
Program benefits include:
- A new way to find tenants and fill vacant units.
- Guaranteed, on-time rental subsidy payment for YHA's share of the rent.
- Stable rent. If a tenant's income drops, YHA can increase its share to ensure that you continue to receive the full rent.
- Minimal paperwork. You may use your own lease and screening criteria.
- YHA provided inspections. Find problems to help ensure your property's resale value and make it easier to lease the unit after the tenant moves out.
- Will Assist Landlords in completing a Landlord mitigation fund request.
- Long term renters.
Landlord Mitigation Fund
Landlord Damage Relief Program
Landlords can receive up to $5,000 for repairs made to damage caused by a subsidized tenant and up to $1,000 plus up to 14 days of rent loss for making repairs required to pass an HQS inspection for subsidy.
Requirements: The tenant must have received a rental subsidy.
Landlord Survivor Relief Program
Landlords can receive up to $5,000.00 for damages when a tenant vacates a rental unit due to domestic violence, sexual assault, unlawful harassment or stalking.
Requirements: The landlord must 1) allow the tenant to vacate without notice, and 2) immediately return the tenant’s full security deposit.
The Tenancy Preservation Program paused new applications on June 15, 2023 due to insufficient funding required to maintain the program. It will reopen once the program has sufficient funding to pay claims.
